Denver Mayor Hancock faces questions about aide he fired

An investigation into alleged sexual harassment that led to the firing of an aide to Denver Mayor Michael Hancock included an audio recording that city officials have refused to release.

The city's decision to withhold the recording came in response to a Denver Post records request.

Wayne McDonald, a longtime friend of Hancock's, was fired last month from his $85,000-a-year job as an appointee after allegations of "serious misconduct" were lodged against him.

Hancock is not on the recording, said Amber Miller, Hancock's press secretary. The administration would not say who is on the recording.

Miller said the "recordings are among the rec-ords that were withheld by the city due to laws that prohibit their release."

The city's attorneys, in denying The Post's request for the recordings, cited a section of state law that prohibits disclosure of "any records of sexual harassment complaints and investigations."

Hancock on Friday morning faced the news media a day after news broke that he had fired McDonald. He said it was tough to do but that the action was in "the best interest of the city."

During his presentation of a proposed tax measure for November's ballot, Hancock faced multiple questions about McDonald.

"I've managed people, and I have never been in a place and space where it is OK to talk publicly about personnel matters," Hancock said. "We had received an accusation, which we looked into immediately, and we acted. I think everything that needed to be said has been said publicly. There really isn't anything more."

The mayor's office on Thursday, responding to an open-records request from The Post, said serious allegations of misconduct were made about McDonald on May 16. The next day, an internal review was conducted, and McDonald was fired May 21.

A female police officer at the center of the investigation was transferred to a new assignment after the allegations surfaced.

Hancock said his administration will be "diligent in protecting the privacy right of Wayne McDonald, as well as the other employee."

McDonald's attorney, Anne Sulton, said in a statement that she hopes journalists continue to search for the truth.

"Mr. McDonald denies being involved in any misconduct," she said. "He is weighing his options as we move forward to clear his name."

Sulton said she will ask the city attorney to "place a litigation hold on all documents, e-mails, tapes, calendars and other materials related to this case." She said she will ask the court next week for an order preserving those materials.

"The public has a right to know what happened, and my client has a right to take actions that will clear his name," she said.

Supreme Court: U.S. Chamber Of Commerce Undefeated This Term

WASHINGTON -- The U.S. Chamber of Commerce is undefeated at the Supreme Court this term, continuing to improve its success in securing business-friendly judgments since Chief Justice John Roberts took the bench in 2005.

The Constitutional Accountability Center, a left-leaning think tank and law firm, reported its findings on Thursday, noting that this term, which began in October and will likely conclude by the end of June, could be the chamber's "first 'perfect' term before the Supreme Court since at least 1994."

This term's "string of seven straight victories brings the chamber?s overall win/loss rate before the Roberts Court up to 68 percent (60 of 88 cases)," wrote Neal Weare, the center's litigation counsel and Supreme Court fellow. That success rate is significantly higher than during comparable periods of personnel stability under the past two chief justices, William Rehnquist and Warren Burger. From 1994 to 2005, when Rehnquist was chief justice, the chamber succeeded in 56 percent of the cases it backed. The business lobby had a 43 percent success rate from 1981 to 1986 during the final years of Chief Justice Warren Burger's tenure.

The chamber, a pro-business lobbying group that supports conservative candidates and causes, formed its modern litigation strategy in 1971, when corporate attorney Lewis Powell wrote a memorandum that urged the group to aggressively pursue its interests in courts, citing the liberal American Civil Liberties Union's success as a model. "Under our constitutional system, especially with an activist-minded Supreme Court, the judiciary may be the most important instrument for social, economic and political change," Powell wrote. Then-President Richard Nixon nominated Powell that same year to the Supreme Court, where he wrote the opinion that the Roberts Court relied upon in the Citizens United decision to allow unlimited corporate spending in political campaigns.

The health care cases, likely to be decided next week, may yet spoil the chamber's perfect season. The chamber took no position on the individual mandate's constitutionality, but did urge the justices to strike down the entire law if they decide to void the mandate. That position, however, found little support among the justices during oral argument in March.

Still, not even a loss in the Supreme Court's highest profile case of the term, if not the decade, would do much to dent the chamber's high rate of success at the Roberts Court.

CORRECTION: 11:35 p.m. -- This article has been updated to show that the Constitutional Accountability Center study of the Rehnquist and Berger courts did not count all of the U.S. Chamber of Commerce cases in all of the years of those courts. The center study was designed to compare periods of court personnel stability.

So how about that new "Twilight: Breaking Dawn- Part 2" trailer? Now that we've watched it a few dozen times, we can take a step back to analyze our favorite moments.

First, how great is it to finally get a glimpse of all those other vampires we've been talking about? Finally a first look at Garrett the nomad, played by the divine Lee Pace, as well as Benjamin, Irina and a few others.

But there's one character we wish we saw a little bit more of: Renesmee. Not that we blame Summit and Co. for waiting to reveal more of little Mackenzie Foy-as-Renesmee closer to the film's release, but it would have been nice to see her in action with her parents, interacting with the other Cullens or playing with Jacob.

The moments that we do get to see are very sweet. Fans around the world have been expressing their delight over one scene in particular: when Bella is putting her daughter to bed and tells her "I'll never let anybody hurt you."

"The way vampire Bella looks at Renesmee reminds me of Edwards quote from Twilight... 'You are my life now' :')," one Mackenzie Foy fan tweeted. A fellow fan called the moment "10 seconds of perfection."

In addition to the high praise from fans, that tender moment between mother and daughter has already been given the GIF treatment on several Tumblr blogs.

With all this love for the happy family and that precocious young lady Renesmee, we surely hope we'll get to see more of her in the next trailer.

Higher Bankrupt Costs Since the New Law, So How Can Debtors Get Cheap Affordable Bankruptcy Without Lawyers?

WHY THE NEW BANKRUPTCY LAW WAS ENACTED

On October 18, 2005, the new bankruptcy law, called the ?Bankruptcy Abuse Prevention and Consumer Prevention Act of 2005? (BAPCPA), went into effect in the United States. At that time, there was no anticipation that a rising higher bankruptcy costs would sooner result with the new law. However, recent reports find that the new law brought such results, and that there are more American debtors going bankruptcy without lawyers.

The new law had been prompted principally by the general clamor and intense outcry and lobbying of the well-financed, well-organized, and properly connected but powerful, American banking and credit card industries and the bankruptcy lawyers, who had contended that the old bankruptcy law was supposedly ?too soft on debtors,? and that the ?excessive generosity? of the old bankruptcy system supposedly encouraged abuse and allowed many undeserving debtors who, they said, could well have afforded to pay their debts, to take undue advantage by using Chapter 7 bankruptcy to avoid repaying their debts.

That claim was NOT at all true. In deed, almost every credible study that had been conducted on the subject, and most experts that testified before Congress, had held otherwise. However, Congress disregarded such evidence. In stead, it promptly responded by passing the BAPCPA law, any way.

In consequence, the stated and yet unmistakable purpose of this law was essentially to discourage debtors from filing bankruptcy by making it more stringent and expensive to file. The new law was to do that by forcing people who, it was said, could actually ?afford? (through a determination by a complex ?means test? calculation) to repay some of their debts, into filing for bankruptcy under Chapter 13, instead of under Chapter 7 ? that is, the type of bankruptcy (Chapter 13) which requires that the debtor will repay at least some, if not most or all, of their debts.

HAS THE NEW LAW ATTAINED ITS ORIGINAL OBJECTIVE?

But lo and behold, today, it is now some 5 years later into the new bankruptcy law. The actual results and effects of the new law are just beginning to emerge. And the question is: has the BAPCPA law actually attained the basic objective for which it had supposedly been originally designed?

Actually, on one major goal of the law ? the goal of discouraging debtors from filing bankruptcy and drastically curtailing the rise in bankruptcy filings by debtors ? the BAPCPA law has, to date, turned out to be a woeful failure. In deed, as we speak today, there is a NEAR RECORD RISE IN BANKRUPTCY FILING. For example, in the 12-month period ending June 30, 2010, bankruptcy filings rose 20 percent, according to statistics released by the Administrative Office of the U.S. Courts. A total of 1,572,597 bankruptcy cases were filed nationwide in that period, compared to 1,306,315 bankruptcy cases filed in the previous 12-month period ending June 30, 2009, making it the highest number of filings for any period since the BAPCPA law went into effect in October 2005.

How the New Law Has Made Bankruptcy More Cumbersome and Costly for Debtors

It is, however, on the second major consequence caused by the law, that its impact has become far more profound for the average debtor or bankruptcy filer. Namely, on the fact that the new law has made bankruptcy far more cumbersome for the debtors, and has simply brought rising higher bankruptcy costs, causing debtors to seek cheap affordable bankruptcy without lawyer.

Historically, the ability of the average debtor reasonably to file for bankruptcy and to be reasonably discharged of his/her debt burden, and to obtain a fresh start to begin life anew relatively unhindered by the past debts, has been a fundamental but vital and long-standing part of the American law and life. In deed, that right is one of a handful of fundamental rights specifically named by the original U.S. Constitution and guaranteed under it. However, contrary to that fundamental American value, the new bankruptcy law of 2005 introduces into the bankruptcy system, perhaps for the first time ever, elements which drastically limit the extent of the exercise and enjoyment of this basic right by the average debtor. It does this by placing an array of new hurdles, financial as well as legal, on the path of the overburdened American debtor who seeks the ?fresh start? protection that bankruptcy has traditionally offered the American debtor.

Some Examples of How the New Law Has Done this. The new law:

? Now makes it harder for debtors to discharge certain types of debts.

? Forces a greater proportion of debtors to repay their debts.

? Imposes special responsibilities and restrictions uncommon even on bankruptcy lawyers and Bankruptcy Paper Preparers (e.g., lawyers are now required to personally vouch for the accuracy of the debt and financial information their debtor clients provide them, and to do more paperwork ), handing lawyers an excuse to jack up their fees for bankruptcy even higher than before.

? Imposes tremendous restrictions and undue scrutiny upon the Bankruptcy Paper Preparers (the name given by the Bankruptcy Code for non-lawyers who help debtors with their bankruptcy paperwork), the net result of which has now been to discourage affordable assistance for bankruptcy filers and thus chase them into the offices of bankruptcy lawyers who charge some 50 times the fee of the BPPS to do basically the same thing for the debtor.

? Require debtors to undergo credit and budget counseling, and

? Subject bankruptcy filers to a mountain of paperwork, documentation and procedures that could be quite daunting for anyone, in order to file for bankruptcy.

Consequence of the New Law

Today, some 5 years after the operation of the new BAPCPA law, it is almost crystal clear now that the biggest consequences of these new array of hurdles brought about by the new law on the American debtor, is that there has been rising higher bankruptcy costs with the new law and an exorbitant lawyers? fees for bankruptcy filers, and which has caused the debtor to seek cheap affordable bankruptcy without lawyer

Bankrupt Cost Higher

For example, according to a study released in January 2010 by Katherine Porter, associate professor of law at the University of Iowa, and her colleague, Ronald Mann, a professor of law at Columbia University, titled ?Save on Bankruptcy fees,? (primarily because attorney fees and court filing fees have risen so dramatically under the new law) most debtors in current times simply find it too expensive to file for bankruptcy. For example, the average lawyers? fee for a simple bankruptcy in parts of the country today, has reportedly shut up to a whopping sum of $2,500 for a simple Chapter 7 bankruptcy, and about $4,500 for a Chapter 13, among other new complications now to be confronted by the debtor who wishes to file for bankruptcy.

LOS CABOS, Mexico (AP) ? The scene at the just-concluded Group of 20 summit held in this seaside resort would have been unthinkable a decade ago: Hundreds of dignitaries gathered in opulent Mexican hotels and convention halls to hammer out an economic bailout for Europe. Meanwhile, the leaders of Brazil and China kicked in tens of billions of dollars to the International Monetary Fund to rescue downtrodden Spain and Greece.

Although the gathering didn't produce a solution for the ailing euro zone, it did outline the globe's new balance of power. Developing countries projected optimism and wealth over the summit's two days, while European and U.S. leaders struggled just to stay solvent.

A lot has clearly changed since the 1990s, when Asian and Latin American economies were slogging through recessions while Washington-based power brokers ordered up the very kind of austerity-minded prescriptions now sparking street protests in Europe.

Even during recent economic crises in the U.S. and Europe, China has been posting annual growth rates topping 8 percent. Countries with booming Chinese trade, such as Argentina and Ethiopia, have similarly seen their economies thrive. China's economy surpassed Japan's over the past year to become the world's second biggest; Brazil's overtook the U.K.'s to take sixth place.

"It is a different picture and reflects the fact that (developing) economies are not only the largest and fastest growing economies but are among the biggest economies in the world," said Uri Dadush, director of the international economics program at the Carnegie Endowment for International Peace. "Clearly, neither the Americans nor the Europeans are in any position to tell the biggest economies what to do."

Mexican President Felipe Calderon cut to the point while speaking to reporters Tuesday afternoon as he noted developing world contributions to the IMF for a possible European bailout. Although the countries still have lower standards of living, their economies are growing and many have amassed large foreign reserves.

China had pledged $43 billion to the fund, while India, Mexico, Brazil and Russia each chipped in $10 billion. The United States, Calderon drily noted, was not giving a single penny, due to "serious restrictions of a legal and political nature." In other words, coughing up billions to save Europe was impossible for deadlocked U.S. politicians, especially in an election year and as the country struggled with its own budget deficits, economic analysts said.

University of Maryland economist Phillip Swagel, a former Treasury Department official in the George W. Bush administration, said developing countries' new economic power was already translating into growing political might.

In fact, the BRICS countries representing Brazil, Russia, India, China and South Africa were the ones making demands on Europe during the summit, saying they should be given a bigger role in the governance of the IMF if they were going to send billions to the fund. Europeans have traditionally led the organization since its founding nearly seven decades ago.

"With their resources comes a greater say," Swagel said. "It's a big change. We were once telling Asian counties what to do."

The power shift was clear in the air-conditioned hallways and balmy outdoor lounges of the G-20 where dignitaries and reporters mingled.

News crews from Ethiopia and China filled press conferences, while Brazilian and Russian leaders drew the most attention. Humbled European heads of state stepped before TV cameras to thank China for helping out while promising that their countries would do better.

Heloisa Castro, a Washington-based reporter for the Brazilian network Record TV, said Brazilians were energized by their new prominence, after so many decades of suffering dreadful busts and booms. Still, she said, they had no right to preach solutions to Europe, a point President Dilma Rousseff made to an international gaggle of reporters Tuesday.

Preventing European and U.S. turmoil from dragging down Brazil was the order of the day, Castro said, as economic growth in some developing countries has slowed sharply this year.

"I think it's very curious that now, we who have been through all these IMF adjustment programs in the past with their draconian conditions, we now are seeing European countries go through the same thing," Castro said. "But if the economies in Europe and the U.S. go down, we all suffer. We can't only live with the BRICS countries."

E-voting: trust but verify

With the Presidential elections looming up, some have been asking why the United States is not making more of electronic voting. It?s being adopted in many other countries around the world, with India, Brazil, Estonia, Norway and Switzerland as notable examples.?? However, the United States has several examples in recent years where it has backed out of electronic voting that it had already implemented.

For example, in 2010, a trial system for remote voting over the Internet in Washington DC (known as the ?Digital vote by mail?) was shown to be vulnerable, when it was penetrated by a research team from the University of Michigan, demonstrating how a real attack could render any results unsound, without detection. The attack was documented in a recent paper by researchers from the University of Michigan.

So who is right?

First, it?s important to differentiate between the types of e-voting.? To some it means using controlled kiosks in polling stations which collect the votes locally. For others it means those kiosks sending the votes to some central collection system.? To others, e-voting is about being able to vote remotely, typically over the Internet.? In all cases, the key element of e-voting is that the vote is captured and processed electronically.? This has several perceived benefits:

  1. More people will be minded to vote.? This has obvious advantages as the turnout in developed democracies around the world is often very disappointing, except in countries where it is a legal requirement to vote, such as Austrlia.
  2. Accessibility: technology can assist blind and partially sighted voters, and those with mobility impairments, to cast their vote.? It can also offer instructions in a range of languages without the cost of printing large numbers of ballot forms in each language.
  3. Handling votes at long distances can be done much more quickly and reliably.? Voters can vote from anywhere in the world without the need to post ballots or ship ballot boxes.

Given that we already do online banking and shopping, and even remotely vote for popular TV shows, what?s so different about electing our politicians through electronic voting?

It comes down to two principles which are peculiar to these types of elections:

  1. Guarantee of integrity with verifiability: an individual who votes needs to be sure that their vote was cast for the person they intended, and has been lodged appropriately. Stories abound from some voters that a system they were using has thanked them for casting their vote for a candidate that they didn?t believe they had voted for, and they have not been able to rectify the situation. There will always be tension within this principle, as security and usability are often seen as opposing forces in system design.
  2. Secrecy: online transactions at present, including voting for your favourite act on a TV show, will involve some form of receipt so that the user can see if something has gone wrong.? In a voting system, issuing this kind of thing means that some form of audit trail will also be formed, which can tie your action (how you voted) to you personally.? Obviously this is something you don?t want in a ?secret ballot?.? This is possibly the hardest aspect to ?guarantee? in an electronic system.

The key difference between this and, say, online banking rests on the fact that we can check bank statements and retain records of? transactions, which lets us catch any errors and unauthorised transactions.?? We can?t do this for voting systems because of the need for ballot secrecy, so we have to trust the voting system instead.?? This is like running your bank account without getting statements or receipts, and trusting the bank to keep track of your balance accurately.

The Holy Grail for electronic voting is ?verifiability? which provides the highest level of trust by publishing the election data in a way that can be checked independently.? Finding a way to do this is a challenge, but some systems have been proposed which make use of cryptography to secure votes while preventing them from being changed, whilst allowing vote processing to be done in an open and verifiable way.

Scantegrity were the first to run a municipal election in this way, at Takoma Park in November 2009 (and again in 2011), which was independently audited and resulted in no serious objections.? Similarly, Helios has run several verifiable elections over the Internet, the largest being for the election of the Recteur (Principal) of the Catholic University of Louvain in Belgium.

Another voter-verifiable system is Pr?t ? Voter, originally proposed by Peter Ryan of the University of Luxembourg, and which is currently being implemented by the University of Surrey.?? In Pr?t ? Voter, ?verification? comprises publishing each step in the election process, from the point where the vote is first cast right through to the final tally.? It?s just like paper based elections where observers can see votes physically placed in the ballot boxes and watch that they are not tampered with throughout the collection and counting process.

Pr?t???Voter makes use of cryptographic techniques to preserve the secrecy of the ballot.? It secures the information so that it cannot be tampered with, nor can the person who cast the vote claim it wasn?t them that made a specific vote.? All of this is done in such a way that voters can track their vote without providing a casual observer with the linkage between individuals and a specific vote.? ? The processing steps come with mathematical proofs that the votes have been processed, decrypted and tallied correctly.

It?s clear that successful e-voting systems work on the principle of ?assume voters will trust but allow them to verify if they wish?. As more e-voting is implemented using this this principle it will become something demanded by voters, as it is not just an automated version of the current manual systems, but something that offers truly verifiable democracy. In an era when people are jaded about the political process, that must surely be a good thing.

Mayors back parents seizing control of schools

(Reuters) - Hundreds of mayors from across the United States this weekend called for new laws letting parents seize control of low-performing public schools and fire the teachers, oust the administrators or turn the schools over to private management.

The U.S. Conference of Mayors, meeting in Orlando, Florida, on Saturday unanimously endorsed "parent trigger" laws aimed at bypassing elected school boards and giving parents at the worst public schools the opportunity to band together and force immediate change.

Such laws are fiercely opposed by teachers' unions, which stand to lose members in school takeovers. Union leaders say there is no proof such upheaval will improve learning. And they argue that public investment in struggling communities, rather than private management of struggling schools, is the key to boosting student achievement.

But in a sign of the unions' diminishing clout, their traditional political allies, the Democrats, abandoned them in droves during the Orlando vote.

Democratic Mayors Michael Nutter of Philadelphia, Antonio Villaraigosa of Los Angeles and Kevin Johnson of Sacramento led the charge for parent trigger - and were backed by scores of other Democrats as well as Republicans from coast to coast.

"Mayors understand at a local level that most parents lack the tools they need to turn their schools around," Villaraigosa said. Parent trigger laws, he added, can empower parents to do just that.

Representatives from the two largest teachers' unions, the National Education Association and the American Federation of Teachers, were not available for comment Sunday.

Parent trigger laws are in place in several states including California, Texas and Louisiana and are under consideration in states including Michigan, Pennsylvania and New York. So far, though, the concept has never successfully been used to turn around a school.

Parents in two impoverished, heavily minority California cities, Compton and Adelanto, gathered enough signatures to seize control of their neighborhood schools but the process stalled in the face of ferocious opposition from teachers' unions. Both cases are now tied up in court.

Though it has not yet been shown to work, parent trigger has support from many of the big players seeking to inject more free-market competition into public education, including the Bill & Melinda Gates Foundation and the Walton Family Foundation.

Major philanthropies and wealthy financiers have poured money into backing political candidates and advocacy groups, including one called Parent Revolution, that promote parent trigger, according to campaign finance records in several states.

The concept has even inspired an upcoming Hollywood film, "Won't Back Down," in which Maggie Gyllenhaal portrays a single mother who organizes parents to take control of their failing school over union opposition. The movie was financed by Walden Media, which also backed the 2010 documentary "Waiting for 'Superman,'" which advocated for another central goal of education reformers - expanding charter schools.

For their part, mayors may have jumped on the bandwagon because parent trigger fits neatly with two of their key goals, said Kenneth Wong, a political scientist focused on education policy at Brown University.

'CONSUMER ORIENTED'

"Mayors are moving in a new direction on education, one that's more consumer oriented... and focused on serving parents and giving them choices," Wong said. Facing tight budgets and huge pension liabilities, many mayors are also looking to rein in the power of teachers unions and force them to accept more austere contracts, Wong said.

Teachers unions have long been among the biggest donors to Democratic politicians, but that alliance has frayed in many cities in the past 18 months.

In Los Angeles, Mayor Villaraigosa blasted union leaders as an "unwavering roadblock to reform." In Philadelphia, Mayor Nutter has backed a plan to close dozens of neighborhood schools and convert many others to charters, which are publicly funded but privately run - and typically non-union.

And in Chicago, Mayor Rahm Emanuel successfully pushed to cancel a scheduled 4 percent raise for teachers and extend the school day by more than an hour. Teachers are so angry, nearly 90 percent of union members just voted to authorize a strike if ongoing contract negotiations falter.

"We are on the path to change," said Gloria Romero, a former California state senator who now runs that state's branch of Democrats for Education Reform, an advocacy group that funnels donations to politicians willing to buck the teachers unions. She called the mayoral vote a "landmark" that would inspire poor and minority parents to demand change in their schools. "This is a civil rights fight," she said.

Opponents of parent trigger, however, pointed out that the mayors' endorsement was largely symbolic, since such policies typically require legislative approval.

They said they would continue to fight - in part by reminding voters that parent trigger can be a mechanism for turning public schools over to private control. Some of the private management companies that run charter schools are for-profits that do not divulge much about how they spend public funds.

"Parents don't have control once they pull the trigger," said Kathleen Oropeza, co-founder of Fund Education Now, an advocacy group that successfully fought to derail a parent trigger bill in Florida earlier this year. "Who profits? Not parents and children."

Rodney King, whose beating led to LA riots, dies

LOS ANGELES (AP) ? Just a few months ago, Rodney King was once again the center of attention as the world checked back in on the man whose videotaped beating by police sparked one of the nation's worst race riots.

King had left Los Angeles behind, moving an hour east to a home where neighbors would often hear him splashing in the pool late at night.

The physical and emotional scars from the more than 50 baton blows remained, but King struck an upbeat note on his life.

"America's been good to me after I paid the price and stayed alive through it all," he told The Associated Press. "This part of my life is the easy part now."

But King was found around 5:30 a.m. Sunday at the bottom of the swimming pool at his Rialto, Calif. Home.

His death at age 47 is being treated as an apparent drowning and there are no signs of foul play, but Capt. Randy De Anda said autopsy results would be needed to determine whether drugs or alcohol were a factor.

The autopsy is set for Monday.

De Anda said King was only in the water three to four minutes between the time his fiancee called 911 and when officers arrived and pulled him from the water. He was taken to a nearby hospital, where he was pronounced dead at 6:11 a.m.

It was a grim end for King, who symbolized the problem of police brutality and struggled with addiction and repeated arrests. Long after the $3.8 million he'd been awarded in a civil case was spent on record label and other failed ventures, King would periodically resurface, appearing on "Celebrity Rehab" or sparring in the occasional boxing match. He spent the last months of his life promoting a memoir he titled "The Riot Within: From Rebellion to Redemption."

Sandra Gardea, King's next-door neighbor said that around 3 a.m., she heard music and someone "really crying, like really deep emotions. ... Like tired or sad, you know?"

"I then heard someone say, 'OK, Please stop. Go inside the house.' ... We heard quiet for a few minutes Then after that we heard a splash in the back."

King was 25 years old and on parole for a robbery conviction when he led police on a high-speed chase in March 1991 that ended on a darkened Los Angeles street. He was finally stopped by four Los Angeles police officers who struck him more than 50 times with their batons, kicked him and shot him with stun guns. He was left with 11 skull fractures, a broken eye socket and facial nerve damage.

The violence was captured on videotape by a nearby resident, who turned it over to a TV station. It was played over and over for the following year, inflaming racial tensions across the country.

The images ? preserved on an infamous grainy video ? of the black driver curled up on the ground while four white officers clubbed him ? became a national symbol of police brutality in 1991. More than a year later, when the officers' acquittals touched off one of the most destructive race riots in history, his scarred face and soft-spoken question ? "Can we all get along?" ? spurred the nation to confront its difficult racial history.

It seemed that the videotape would be the key evidence to a guilty verdict against the officers, whose felony assault trial was moved to the predominantly white suburb of Simi Valley, Calif. Instead, on April 29, 1992, a jury with no black members acquitted three of the officers on state charges in the beating; a mistrial was declared for a fourth.

Rioting began immediately, starting in Los Angeles. It lasted for three days, killing 55 people, injuring more than 2,000 and setting swaths of Los Angeles aflame, causing $1 billion in damage. Police, seemingly caught off-guard, were quickly outnumbered by rioters and retreated. As the uprising spread to the city's Koreatown area, shop owners armed themselves and engaged in running gun battles with looters.

"Through all that he had gone through with his beating and his personal demons he was never one to not call for reconciliation and for people to overcome and forgive," Rev. Al Sharpton said Sunday. "History will record that it was Rodney King's beating and his actions that made America deal with the excessive misconduct of law enforcement."

The Los Angeles Police Department, after the King beating and other scandals, has instituted new policies including community policing that have resulted in crime drops, but continued complaints about racial profiling. Many of the hardest-hit areas in South LA, like King, have struggled. In the area around the Florence and Normandie intersection that was one of the riot's flash points, high school dropout rates are higher than in the rest of the city and incomes remain dramatically lower than in other sections of Los Angeles.

In his autobiography, King described his uneasy feelings about the events of his life.

"For many years I felt that I had been involuntarily burdened as the victim and resultant universal symbol of police brutality," King wrote. "I wanted no part of it, just wanted to stay home, drink and watch TV. ...The fact that this footage was sent out to be viewed by the entire world certainly didn't help my recovery."

"We may be scarred," he wrote, "and we may not be able to forget, but we can keep going, one step at a time, until we get to a better place."

Romney says he'll do 'opposite' on Israel

QUAKERTOWN, Pa. (AP) ? Standing in front of his campaign tour bus, Mitt Romney on Saturday told religious conservatives he would do "the opposite" of what President Barack Obama has done on Israel.

Romney spent most of the day appealing to voters in Pennsylvania, a battleground state he said he would win in the fall, although Democrats succeeded in pushing his bus tour through the state off of its original itinerary.

"I am going to win Pennsylvania," Romney told a cheering crowd in Cornwall, a small town in the center of the state, as his campaign bus rolled through on the second day of a five-day, six-state tour.

Romney took some time out of his tour to address religious conservatives at the Faith and Freedom Coalition in Washington via video uplink, telling the crowd he believes the president is more concerned about Israel attacking Iran than he is about Iran obtaining a nuclear weapon. His hawkish speech was the first time he's discussed policy toward Israel at length since becoming the likely Republican presidential nominee.

"I think, by and large, you can just look at the things the president has done and do the opposite," Romney said when asked about Israel. He spoke to the gathering of religious conservatives from Weatherly, Pa., via video uplink with his campaign bus in the background.

Of Iran, Romney said: "He's almost sounded like he's more frightened that Israel might take military action than he's concerned that Iran might become nuclear."

Democrats accused Romney of distorting Obama's record on Israel. Spokesman Ben LaBolt said Obama has given Israel more security assistance than any other administration and has stood with Israel at the United Nations.

After his address, Romney's bus continued on to Quakertown, where Democratic protests forced him to take a detour. Romney rerouted his tour after former Pennsylvania Gov. Ed Rendell and several other Democratic officials held a press conference outside the Wawa gas station where the former Massachusetts governor had planned an early afternoon stop. Protestors gathered outside the store.

So Romney decided to visit a different Wawa store instead.

"Why we're at this Wawa, instead of the other Wawa?" Romney said as he paid for a meatball hoagie. "I understand I had a surrogate over there already, so we decided to pick a different place. My surrogate is former Gov. Rendell, who said we could win Pennsylvania."

Instead of making prepared remarks to the crowd gathered outside the first location - Romney's advance team had set up a microphone - the Republican's bus went instead to the second Quakertown Wawa and made a quick tour through the store.

The detour threw Romney off the jobs-and-economy message he had been pushing earlier in the day.

"I think we have to have a very careful review of who's giving a fair shot to the American people," Romney told a crowd of several hundred packed into a warehouse at Weatherly Casting and Machine Co., next to the train tracks that run through Weatherly, Pa., about 90 miles northwest of Philadelphia.

That stop was the first of three appearances in small towns in this state with 20 electoral votes that Obama won in 2008 with 54 percent. No Republican presidential nominee has carried the state since 1988.

Romney appeared with former Minnesota Gov. Tim Pawlenty, a possible running mate, who told the Weatherly crowd, "Mitt Romney's message is: It will be better."

The tour is intended to challenge Obama in states where he's strong. Romney is targeting smaller cities and towns through the state's more conservative midsection. Weatherly is in Carbon County, which Obama narrowly carried in 2008.

Romney also stopped Quakertown, in Bucks County, as well as at Cornwall Iron Furnace, a national historic landmark. That's in Lebanon County, which GOP nominee John McCain won in 2008.

Romney also took time to do an interview for CBS News' "Face the Nation" program. Sunday will mark the first time he has appeared on a weekend political talk show since becoming the presumptive Republican nominee.

Romney told host Bob Schieffer that the president's decision to allow some young illegal immigrants to stay in the country instead of deporting them was a largely political move.

"If (Obama) really wanted to make a solution that dealt with these kids or illegal immigration in America, than this is something he would have taken up in his first three and a half years, not in his last few months," Romney said.

Romney is on a bus tour, but he planned to fly each night to the next state and ride from town to town during the day. It's his first traditional campaign swing since the primary and is aimed at undecided voters in six pivotal states won by Obama four years ago: New Hampshire, Pennsylvania, Ohio, Wisconsin, Michigan and Iowa.

The tour represents a new mode for Romney in the general election. During the primary, Romney sometimes ran into trouble in less-scripted environments, and the bus tour probably will test him again. He also has long faced questions about his ability to connect with average people.

His efforts to connect were clearly on display Saturday, when he was careful to learn the Pennsylvania word for submarine sandwiches - hoagies - and noted the intra-state rivalry between Wawa, which is popular in eastern Pennsylvania, and Sheetz, another convenience store that's the favorite in the western part of the state.

"By the way, where do you get your hoagies here?" Romney asked the crowd in Cornwall. "Do you get them at Wawa's, is that where you get them? No? Do you get them at Sheetz?"

Unfortunately, Romney chose the town closest to the state's geographic center - Cornwall is near Harrisburg - and the crowd was split.

"Well, I went to a place today called Wawa's, you ever been to Wawa's, anyone's ever been?" he continued.

And then: "I'm sorry, I know there's a very big state divide."
